Download deps from parameterizable URL.

With the move to the new build infra, we need to be able to download
image artifacts from arbitrary locations in cos-gpu-installer. Having
this capability also makes falling back to
gs://container-vm-image-staging unnecessary (since
gs://container-vm-image-staging can be explicitly provided to
cos-gpu-installer as an environment variable).

md5sum accross different runs.

Disable module signature verification if it exists

Starting from COS m77, we will use kernel module signature
