Default Text Input to Blank for Time Only Picker

I have a time picker on my site. I am trying to default the text box to blank when the user comes to the page for the first time. It can default when the popup opens but it needs to remain blank until the user selects a value. This forces the user to select a time. Any way to handle this?

NOTE: Yes, the styling above is not the default. I had to override the default styles for my company.
