Mouse wheel swipe

This is a repeat of " "pull from" mouse gesture #668"

But I would suggest wheel forward/swipe right , wheel backward/swipe left , ctrl-wheel forward/scroll up, ctrl-wheel back/scroll down or vis-versa with maybe a small ini file to set scroll increments for each and preference for which way you want ctrl to work ?

The reason I ask is first thing i found i needed after hooking this up was an easy way to swipe. mouse button hold and sweep is awkward to do .
