Travis: Build with --allow-newer and allowed failure #431

As we did in Crucible, we should add a Travis job that passes --allow-newer to Cabal, but is allowed to fail. This helps us see if our build will break when we update a (transitive) dependency. See discussion on #430 (and where it links to).
