[VMS] Create a component for supporters filter

• On the "Non-profits" Figma page, you will see that the non-profits tab supports a slider component for the "Supporters" filter.
• Implement the UI for this filter, you can use MUI's component: https://material-ui.com/components/slider.
• If [VMS] Set-up UI for non-profits filtering page #361 has been closed, you can add this filter to the non-profit sidebar component. Otherwise, to test your code, you can render the filter as part of the events sidebar.
• Also think about how we can modify the code in utils/filters.ts to support this new filter type, and how the URL query should update with this filter. To make things easier, let's make this a discrete slider: https://material-ui.com/components/slider/#discrete-sliders though you might have to support ranges: https://material-ui.com/components/slider/#range-slider.
