Approved Solr service available to cloud.gov apps

Feature/what we're after:
data.gov applications running in cloud.gov have access to a production-ready deployment of Solr that has an ATO

Why/hypothesized benefits:

• Enables use of cloud.gov for data.gov CKAN-based applications, dramatically reducing O+M

• Limit brokered SolrCloud service endpoints to cloud.gov egress IP ranges #2971

I found this nice article about spinning up a Helm chart in GKE using Terraform in a production-ready fashion. Unfortunately it's a little out of date since a chunk of it is dedicated to operating Tiller, and the newly-released Helm 3 drops the use of Tiller. I asked upstream whether this example will be updated, and it looks like that's planned. The post there contains some links to PRs to keep our eyes on.

It might be worth spinning this up with Helm 2 in any case.
