[BUG] Middleware redirect conflicting with i18n routing

What's expected

• When a user enters the root they should be redirected to /death-of-a-loved-one
• When a user enters a URL with the prefix ../es/ to the testing env, it should load the site as expected with the prefixed language

What happened

It was reported in usagov-benefits-eligibility #724 that the theme was not loading correctly when clicking the url -> https://federalist-edd11e6f-8be2-4dc2-a85e-1782e0bcb08e.sites.pages.cloud.gov/preview/gsa/usagov-benefits-eligibility/multi-life-event-2023/es/death-of-a-loved-one/
