Urql uses a github action to automatically create a release when the changelog is updated. We should do the same in order to streamline the release process and prevent the Github releases from becoming stale.

Example PR: urql-graphql/urql#2241

Another option is to auto-generate release notes using a github action and copying these release notes to the changelog.
