When installing Octolapse, I get "Install Unknown", will not install.

Hello, This is my first time trying to install Octolapse. When I try to install, either through Plugin Manager or directly from the latest file from Github, It seems to install, I get the prompt "Install Unknown, A Restart is needed for the changes to take effect"

After reboot, Octolapse did not really install, I did a search in the logs, Found this error right after install, not sure how to proceed
