Author the user story for this feature

As a Flank developer, I want to automatically update dependencies so I can develop features using the latest libraries.

There are probably gradle plugins or other ideas that will auto update deps. Maybe we should use dependabot from GitHub?
dependabot/dependabot-core#2238

or use a gradle plugin?
