EarTrumpet Startup Trigger - No Recording devices #1671

Summary

When using the "EarTrumpet Startup" as a trigger and muting a recording device as an action nothing happens.

Debugging in visual studio shows mgr.Devices.Count = 0, seems devices isn't populated yet.

Steps to reproduce

Create new Action
Set when (trigger) to EarTrumpet starts
Set do (action) to mute a recording device
Save
Restart EarTrumpet
Devices remains unmuted

EarTrumpet version

Current master branch (and bellow maybe/probably)

Windows version

10.0.26100.3037
