Bug or feature in IS-IS when access permissions are changed - No announcement

and nothing happens

But if I write
no redistribute ipv4 connected level-1 route-map OUT_IP
and
redistribute ipv4 connected level-1 route-map OUT_IP
new announcements are sent.
