Team Avatar Listings API Route

Is your feature request related to a problem? Please describe.
We would like to have a new route on the API that will respond with the team's avatar.
The image format can be base64 or any other format you can support.

I think there should be some way to get the avatars in a couple of ways:

• By individual team
• By Region
• By Event

Describe alternatives you've considered
I tried to see if I could use the same method as the FTC-events website, but I found a huge CSS file with a class declaration for each team. Also, this CSS file is being fetched using some pre-signed URL and it might not be the best idea to deal with that :-)
