would it be possible for you to add the deployed 'Add-invoices-in-bulk article' to this 'upload instructions' in-product link on the reports page?

This was the https://github.com/Expensify/Expensify/issues/134196 to add this link.
Or let me know if I should just create another GH for this part.

You can see the link by going to Reports > click New Report drop-down > Bulk Import Invoices > update the link in this screenshot
