Receiving browser notifications when I DM anyone in Expensify Chat

Problem

I shouldn't receive a browser notification for my own messages I send in a DM

This isn't expected behavior

Solution

Never allow for a notification to appear for the message that user sends.

No idea why this might be happening, labeling LOW for now, since I haven't seen any other issues. Hoping it magically fixes itself somehow
