this would be an environmental quality. Not clear at all if ENVO is the right place. PCO? cc @rlwalls2008

We would use this neutral quality to define environmental exposures (of relevance to SDGIO type projects, public health, etc) as well as experimental treatments.

The latter would be used to define GO response to X type terms, e.g. geneontology/go-ontology#12100

I think PCO might be a better place for this. I agree that it can be measured as an environmental quality, but researchers might want to talk about population density in other contexts (e.g., as a parameter in a growth model). Admittedly, even in that context it is a type of environmental parameter. It is just that people are more likely to go looking for it in PCO than in ENVO.
