If so, I'm not sure how this would help with making libs private. I also don't understand the connection between the title of the issue and the description.

The issue is simply a reminder about an unmerged patch. As we don't know yet which libraries will be unstable, the first step is to do such a decision. libtool in specific will hopefully be removed and replaced by a merge+mount library.
