It is so broken that even running just rustc --version doesn't work.

idk if this is achievable by me since LTO being funny on Windows has been an issue for over a year at least.
rust-lang#109114

Maybe if I could bypass this by cross compiling r3dfox on Linux but I would lose out on PGO.
