The file inputdata/atm/datm7/NASA_LIS/clmforc.Li_2016_climo1995-2013.360x720.lnfm_Total_c160825.nc
is currently needed for compset SMS_D_Vnuopc_Mmpi-serial.CLM_USRDAT.I1PtClm51Bgc.cheyenne_intel.clm-NEON-NIWO

this file is global and of size over 9GB. It would be very helpful if NEON did not need this file.

I have created file /glade/work/jedwards/sandboxes/ctsm/cime_config/usermods_dirs/NEON/clmforc.Li_2016_climo1995-2013.360x720.lnfm_Total_NEONarea_c210625.nc
with size 600MB that I think will work for all NEON sites.

I've moved this file to $DIN_LOC_ROOT/atm/datm7/NASA_LIS/clmforc.Li_2016_climo1995-2013.360x720.lnfm_Total_NEONarea_c210625.nc and added it to PR #1411
