This "feature" needs to be kept for legacy reasons, but research to see if we can include some logging here.

This was (intentionally) created to see if the 'Create issue' would (by default) create a new issue for the same CodeQL tracking issue. It does, but keeps the same previous Description but with a (possibly new) default 'Title'.
