Updates the onboarding page that new Privacy Badger users see when they first install the extension. The primary goal is to float the instructions on disabling Privacy Badger and reporting a broken site to the top of the page, as well as removing outdated copy, and some minor styling changes. I think this fixes #2781

Testing has been done primarily on Chrome (make runch) and then switching the user-agent under dev tools > more tools > network conditions

There are some outlying changes for firefox on android that the design team included in their sketches that are not implemented here, mostly because I'm not sure they are necessary (extra translations and images that I'm not entirely sure are helpful)
