re-enable x64 DR controlling WOW64 process in preinject once it works

this was PR 314367

I'm disabling the code in win32/pre_inject that gives precedence to an x64
configuration of DR, since currently DR crashes. this case covers
re-enabling that code.

xref issue #49 and related cases listed there on getting general x64 DR
controlling WOW64 to work.
