build: replace all uses of perl with cmake and ctest

from issue #19 we have all of our sed/awk/grep/cut/head/tail/etc. uses
replaced with cmake commands/scripts

we're still using perl for core/gen_event_strings.pl, core/lib/genapi.pl,
( issue #59 ) api/docs/fix-latex.pl, and suite/runregression. issue #65 covers
replacing runregression with ctest. this issue covers replacing the other
scripts, so we can have even fewer toolchain dependencies.
