Issue Description

Please fill in the following information to help us reproduce the issue:

Dynamo version

Dynamo: 2.16.2.5624

Operating system

OS: Microsoft Windows NT 10.0.19045.0

What did you do?

(I am using Element.SerParameterValuebyName to change the Level of an Element. The action is not completed giving me a NULL value.
Basically, all "Elementid" Storage type parameters are giving me NULL output. No action is being done on the model.) For Example, LEVELS, WORKSETS etc.,

What did you expect to see?

(I want to see change in LEVELS, WORKSETS etc., as output in the Model)

What did you see instead?

(getting NULL)

What packages or external references (if any) were used?
