Hey there, thanks for creating this issue, I'll look into this. In the meantime, would you mind providing some screenshots/examples for why you think that the file doesn't work anymore?
I tried to apply the data provided by "3. First Character of String ID to Hotkey Reference" to the units, and those units did not have the new Hotkey.
It is still possible to use the Hotkey ID of other Units. So I speculate that the official modified the mechanism so that Hotkey will only be affected by ".hki" files.
I presume the information about Hotkey ID is out of date. "key-value-strings-utf8.txt" has nothing to do with Hotkey ID now.
