Allow access to Configuration on first run without Plex auth.

The first time a user runs the app, they should be able to access the Configuration settings without needing to auth/login via Plex.
This way they can complete their setup and save their settings, including the Plex server IP address, without needing to login (which wouldn't be possible if they need to adjust the Plex IP!).
