Mod is not loading all files in a datapack folder #11

Strange behavior but while I was adding some confs to the datapack folder, some of them wouldnt load at all.
Tried with another global dp mod and it worked without any problems.

loading this as a folder, not a zip.
worldgenconfigs.zip

fabric 1.20.1
mod version 1.2
i believe i tried it with fabric 1.21 and 1.4 as well
cities would still generate
