Add options to disable the StatsD server

It can, but it's not how it should be.

It should be in datadog.conf, something similar as https://github.com/DataDog/dd-agent/blob/4.2.2/datadog.conf.example#L69

supervisor conf, for better or worse, is overwritten on every update, so it's not a great place to do user configuration.

Also, for now there is no supervisor on Windows and on Centos 5.
