@glennhickey is having workflows fail after running out of retries trying to talk to Slurm:

[2024-03-27T10:47:22-0700] [MainThread] [E] [toil.batchSystems.abstractGridEngineBatchSystem] Failed operation getRunningJobIDs, code 1: slurm_load_jobs error: Socket timed out on send/recv operation

We should make it retry for a few minutes at least, not a few seconds, in case Slurm is rebooting or something.
