Adding PLINKv1.9 and PLINKv2.0

Hello,

I'm requesting the addition of the following 2 smaller software packages to be a default on an image available on Terra

• PLINK1.9
• PLINK2.0

I believe installing both have their own merits, as PLINK2 has functionality that PLINK1.9 does not have, or that multiple existing pipelines rely on PLINK1.9 formatting.

I can see that PLINK has already been incorporated as part of the AoU docker image:

It would be great for this to be added to the default image. AMP PD workspaces use the default image and many researchers want to use PLINK with AMP PD.

Are there any opinions against moving Plink from the AoU docker image into the terra-jupyter-gatk (the default on Terra) image? If not I may be able to open a PR that does so.
