What's new

Add ir_scope app which visualizes raw IR signals. It's useful for detecting and inspecting raw IR.

Verification

Run app and expose flipper to some IR signals.
OK button enables/disables auto time scaling.
Up button increases timescale.
Down button decreases timescale.
Return to exit.
