12 hour format in all locales #12

The input shows 12 hour format with AM and PM in all locales when it should be 24 hour format in most locales.

...yeah 24 hour format isn't supported at the moment

This is probably going to be a v3 goal.

At the moment it is out of scope for this project due to the complexity of supporting displaying an editable 24 time.
