sdrtrunk Version
master-branch

Describe the bug
Monitoring a local Cap+ system, I see fairly regular occurrences of the REST beacon failing to decode. I have a fairly strong signal from the local repeater (i.e. about 30 dB above the noise floor). DSD+/FL captures the beacon pretty consistently on the same antenna and same receiver. The Cap+ beacons are so short, I feel like sdrtrunk is sometimes not able to get sync quickly enough or something, but it's beyond my knowledge level to fully diagnose what's happening.

To Reproduce
Monitor a Cap+ REST channel for a period of time and note missed decodes. I am including a link below to a baseband recording of the local system's REST beacon, if that helps to diagnose. I believe there are about 10 beacon transmissions in the recording.

Expected behavior
The REST beacon should be consistently decoded.
