Once we have light client expiration and misbehavior tests from #6, we should set up our CI flow.

At minimum, passes that we should have:

  1. cargo test
  2. cargo clippy --all-targets -- -D warnings
  3. simulation tests
  4. strangelove tests

It would also be nice to have dependency auditing.
