Problem: improve ability to find locations on the import tab by being able to search locations

Old title: Problem: search bar at bottom of collections list and next to location tiles on import page

The user needs a search bar at the bottom of the locations list - a search bar exists at the bottom of the uploads list and it exists at the bottom of the species list.

The same search bar is necessary next to location tiles and next to below the list of locations since they are not in an apparent order to the user

As these lists get longer, it is difficult to navigate, hence the new feature would be enormously helpful
