What do "Biomes 1:4, 1:16, 1:64, and 1:256" mean?

Is it easier to deduce a world seed based on biomes or structures?

If my searcher is taking forever to load, does that mean I have more or less seeds that match the descriptions given in the "Conditions" section? (do I need to add more or less conditions)

Does the biome searcher look at whether a biome is located IN the area described in the "Conditions" section, or whether the biome is entirely within the area?

Is there some place other than here where I can access answers to questions like these without bothering the devs?

is 1.19.3 world gen different from 1.19 world gen, and if so, what do I do to find the seed of a 1.19.3 world?
