better UX when showing lots of delegations?

Andrés from Decidim's team told us we may have problems when the list of delegations is large. He pointed us at decidim/decidim#6462. This is a pattern that is being adopted where only when there are N items, with N > certain threshold things are shown in a regular HTML select.

We have no evidence yet to see whether this is also a problem for us. Even though max_grants will presumably be low, the number of granters could potentially be large. It will require investigation.
