Update description of energy API attributes (where applicable) to specify which rates are GST exclusive

Description

Rates and fees in Energy data may or may not have GST included. Following feedback provides the list of which rates are GST inclusive or excluse: ConsumerDataStandardsAustralia/standards#190 (comment).

The current standards explicitly note which attributes exclude GST. Attributes are otherwise assumed to be GST-inclusive.
