Partitions panel (re)sizing

Some problems reported about the partitions panel size:

1. Before any partitions are uploaded, you need to scroll down and right through an empty canvas to read "No partitions loaded yet"

2. After uploading a partition, you need to scroll down to access the + and - buttons -- seems different on different OSs.

3. Strange behaviour when resizing the window with the right background panel of the partitions tab. It is too wide.

Also the scrollbar is hiding the +, - and split buttons (picture from Linux Ubuntu 20.04)
Making the window wider doesn't help

Hi Joelle, Thanks for the update. I just noticed that this does not seem to happen with the Default or Dark theme, but does happen with the bootstrap theme. Can you confirm that switching themes impacts this issue?

after updating to 2.7.5 I can't reproduce that screenshot anymore regardless of theme, so it seems to be fixed - sorry for the bother !
