Consistent hashing and dispersion is not working in TR 1.6.0.

For DNS DSs, it looks like the shuffle is happening before we are considering the number of answers to return resulting in varying answers.

For HTTP deliveryservices, in addition to consitent hashing not working correctly, we are also not taking the dispersion into account. If dispersion is set to 4, there are more than 4 different results being returned.
