Traffic Stats currently uses seelog for its logging. We should remove this dependency and only use the standard logger.

Sounds like seelog is actually what we are using or planning to use for other golang code in Traffic Control. I am going to keep the dependency in and close the issue. If anyone has a strong opinion about removing seelog from traffic_stats let me know and we can re-visit.
