Implement Pomodoro technique into Timecard.

Toggle with setting (currently dummy setting on Settings Pane)
Popup every 20 minutes.
Optional sound (chime).
Optional auto-pause.

This should be implemented through its own module, instead of as part of the TimeDisplay class.
