Clinvar submissions page crashes if clinvar_subm_id is null

The <scout_url>/<institute_name>/clinvar_submissions page crashes with a 500 error if the clinvar submission id stored in the database is null.

We have only experienced this once and the submission was visible in clinvar. I dont know why the id was not stored in the scout database, perhaps it was some timeout issue.

Expected behavior
I the submission id should be validated before writing the submission info to the database.
