Desktop Scout integration (especially sashimi plots and other RNA customisation)

Enable concurrent viewing of streamed URLs for RNA and DNA for desktop IGV, e.g. via dynamic creation of a session file pointing to all case relevant resources.

While IGV.js is wonderful, IGV desktop still spearheads development, and sometimes features are not implemented in the .js version for a long time. This is well seen in the RNA sashimi view, where the features in IGV.js is still not quite up to par.

As long as the user is authenticated in Scout, URLs should be possible to use, but the case specific authentication will most likely need a tweaking.

We could also try to gather all the current features of interest and work with igv.js to have them ported. I think the current security thing is the worst part - just making a session file instead of the html js template seems relatively straightforward. And the streaming part is then exactly the same as now.

We can discuss a bit with Håkan and Anders when the dust settles and try to weigh it against other larger efforts.
