fix libLLVM error, add back windows GHA #631

Our windows GHA are failing with ERROR: LoadError: Unable to open libLLVM!. For now, the windows GHA is no longer required for merging a PR into main. We need to fix this error and add back the windows CI branch protection rule. Note that this has also been seen in atmos.
