Bring Back Semtner Sea Ice

Purpose

We want to bring back the Semtner model as a stub for a thermodynamic sea ice model for idealized experiments in the near-term.

To-do

• revamp for current ClimaCore
• generalize model interface
• add ClimaCore FieldVector indexing Enable indexing FieldVectors with column indices ClimaCore.jl#1441
• add unit test
• conservation tests
• implement in AMIP driver
• update for ClimaTimeSteppers + dss!
• add docs, including units
• implement in CI

QA

• global energy conservation (note that the ice model here includes the ocean)

• global water conservation (note that the ice model here includes the ocean)

• visual check (CombinedStateFluxes, no land)
