CI fails when prevent_leaky_tests because some unit tests define constants, and later tests define those same variable names as non-constant.

It would be nice to resolve this since it would allow us to run with prevent_leaky_tests = false, which may run significantly faster locally.

This may be a bit of a grind to fix, though.
