Describe the bug

active gas masks lose charge at a rate of 1/turn while standing in or passing through e.g. blood, or cobwebs.

Probably related to PR #68570

for the record, the slowed drain intended by that PR in low-density gas fields is working correctly.

Steps to reproduce

Make a character, spawn in a gas mask, cartridge, reload and activate the mask.
Use debug terrain editor to spawn a blood splatter field, cobwebs, etc, and go walk through it.
Observe the gas mask charge level.

Expected behavior

gas masks are affected only by gaseous fields, not by the blood under your boots.
