New issue after fixing #40399, Reloaded Fish Trap error #40778

Now that items have been fixed from completion of #40399 I noticed some funky bugs.

  1. The wooden needle cannot be reloaded with the use of the 'r' key, instead you must reload it by inspecting the item.

  2. After reloading plastic fish traps and attempting to set them, it says (Fish are not foolish enough to go in here without bait (it's reloaded with bait)

Steps To Reproduce

  1. Make a player with a wooden needle and thread and attempt to reload outside of the item inspection screen by just using the default 'r' key (it just says nothing can be reloaded) Although as i mentioned above, it CAN be reloaded while inspecting it.
  2. Make a player with a plastic fish trap and fish bait. (It also cannot be reloaded via the 'r' key, instead it also needs to be reloaded while inspecting the item.) reload the fish trap and attempt to place. Game doesn't recognize that the trap has charges and thus, won't "set" in the water.

noticed that this fix (#40399) also seemed to change all matchbooks, lighters, and other consumables to 0 when loading an old game, just FYI for those of you with serious play-thru's

*Note: starting a new worlds fixes all of the listed errors, only seems to error on games from older versions.
