Expansion upgrade option didn't disappear after other option was chosen and built. #36365

Describe the bug

The option to start building the east wing of the storage building (Logs) didn't get removed after the wing was built with planks. I believe it happened because I started building the log option, realized it was logs and not planks and used emergency recall co cancel that project.

Steps To Reproduce

Steps to reproduce the behavior:

  1. Start an expansion (Expansion upgrade east storage wing (logs) in [W] octant)
  2. Emergency Recall the NPC in charge of the project
  3. Start expansion with another material.
  4. The original choice should persist after the part is built.

Expected behavior

The canceled option should disappear when another option is built.
